Hypotheis
I expect to find that in the current climate in formula one, it will be difficult for a team like williams to start up due to the high cost of the sport now compared to when it first started. Its not impossible but it is going to be highly unlikely to see a new team enter formula one via starting fresh. In the current climate of the sport, if a team wants to enter formula one they are best of buying a previous team which is struggling financially.
